The office of
Joint CCA Assam Circle was created in October 2001
after the formation of Bharat Sanchar Nigam Limited.
Subsequently it has been upgraded to the office of
CCA in 2007-2008. Now the CCA has been declared as
Head of the Department and has been entrusted with
many important functions.
The role of the
office of is multidimensional. Firstly, Terminal
benefits of all DoT and BSNL employees are handled
by the CCA office. Even during service period,
General Provident Fund (GPF) Accounts of all
government and erstwhile government employees, who
opted for BSNL are managed by CCA. CCA Assam deals
with more than 5,356 serving employees of BSNL and
DoT. As on 31st
March 2009 total pension cases handled by this
office were 3,664.
As a field unit of
DoT, CCA performs the job of realization of License
fee and Spectrum charges. It also verifies the claim
of deduction by the service providers. In 2008-09
the work of AGR verifications for the Internet
Service providers with and without Telephony has
also been entrusted with this office.
The Office of CCA
Assam plays a significant role in development of
Rural India by carrying out the important task of
Universal Service Obligation Funds distribution. The
Controller of Communication Accounts, Assam is
responsible for: 1)Verification of the claims and
release of payments. 2) Inspection and monitoring,
for establishing the veracity of claims. 3) Proper
accounting of all transactions relating to the USF
Fund.
The Service Providers for Assam
Service Area is only
Bharat Sanchar Nigam Limited (BSNL), Assam Telecom
Circle for Rural Telephones and VPT. However the
scheme of Mobile Infrastructure Sharing in Rural
Assam involves three more operators.
